45% Say President Trump Is at Least as Ethical as Most Politicians

Only 45% say President Donald Trump (R) is at least as ethical as most politicians. This is the lowest of those we measured. Meanwhile, 53% say he is less ethical.
- Since June 2022, the percentage of voters who say Trump is at least as ethical has been as high as 51% (in January 2025) and as low as 41% (in January 2024).
- A large majority (82%) of Republicans say he is at least as ethical.
- However, 85% of Democrats say he is less ethical.
- More women (57%) than men (47%) say that Trump is less ethical, and 74% of black voters agree that he is less ethical.
Former President Joe Biden (D) did slightly better. Half of voters (49%) say is at least as ethical as most politicians, and 49% say he is less ethical.
- Since June 2022, opinions have fluctuated between 46% and 55% of voters agreeing that Biden is at least as ethical.
- A large majority (83%) of Democrats say he is at least as ethical.
- Predictably, 78% of Republicans say he is less ethical.
Almost two-thirds (63%) of voters say Former President Barack Obama (D) is at least as ethical as most politicians, and 35% say he is less ethical.
- An overwhelming 95% of Democrats say Obama is at least as ethical.
- But only 30% of Republicans say Obama is at least as ethical, and 66% of them say he is less ethical.
- A large majority (89%) of black voters of all parties say Obama is at least as ethical as most politicians.
Former President George W. Bush (R) ranked most ethical on the list. A large majority (70%) say he is at least as ethical as most politicians, and 24% say he is less ethical.
- These opinions are even higher than when measured in July 2023, when 62% said he is at least as ethical.
- Surprisingly, more Democrats (61%) than Republicans (55%) say Bush is at least as ethical.

This data is from a Napolitan News Service survey of 1,000 Registered Voters conducted online by Scott Rasmussen, October 22, 2025. RMG Research, Inc., conducted the field work for the survey. It has a margin of error of +/- 3.1.
