  • A majority (58%) of voters say that President Donald Trump has used the power of the federal government to harm his political opponents more than most presidents.
    • Only 23% say he used his power less.
    • About one third (34%) of Republicans say he used the power to harm opponents more than most presidents, while another third (33%) say he used it less than others, and 29% say he used his power about the same as others.
    • Not surprisingly, 79% of Democrats say he used his power more. Just 15% say he used it less.
  • A plurality (38%) of voters say that President Joe Biden used the power of the federal government to harm his political opponents more than most presidents.
    • One third (33%) say he used his power less.
    • Almost half (48%) of Democrats say he used his power less. Just 12% say he used it more.
    • Conversely, only 17% of Republicans say he used the power to harm less than most presidents, while 66% say he used it more.
  • Opinion is split on President Barack Obama. Thirty-seven percent (37%) of voters say that he used the power of the federal government to harm his political opponents more than most presidents.
    • Almost the same (36%) say he used his power less.
    • More than half (55%) of Democrats say he used his power less. Just 18% say he used it more.
    • Among Republicans, only 17% say he used the power to harm less than most presidents. And 57% say he used it more.
  • Only 15% say that President George W. Bush used the power of the federal government to harm his political opponents more than most presidents.
    • One third (33%) say he used his power less, and 43% say he used his power about the same as most presidents.
    • Only 17% of Republicans and 14% of Democrats say he used the power to harm more than most presidents.
    • One third (34%) of Republicans and 30% of Democrats say he used it less.


This data is from a Napolitan News Service survey of 1,000 Registered Voters conducted online by Scott Rasmussen, October 22, 2025. RMG Research, Inc., conducted the field work for the survey. It has a margin of error of +/- 3.1.
