  • Three in four voters (74%) say that both parties bend political rules when designing congressional districts.
    • Just 14% disagree.
  • Forty-seven percent (47%) of voters think that about 95% of voters live in a district that has been designed so they have no real choice as to who represents them.
    • Twenty-nine percent (29%) say it is false, while one in four (24%) are not sure.
  • Over the past 40 years, 94% of incumbents running for re-election have won their race
  • When the Constitution was drafted, it was anticipated that there would be a 50% turnover in Congress following every election. That generally held true for the first 100 years or so of our country's Constituional history.

 


The most recent data cited is from a Napolitan News Service survey of 1,000 Registered Voters conducted online by Scott Rasmussen August 13-14, 2025. Field work for the survey was conducted by RMG Research, Inc. and has a margin of error of +/- 3.1.
