  • Fifty-one percent (51%) of voters say it is better to end the shutdown by passing a budget that adds no additional spending, while 28% disagree and think Congress should pass a budget that includes additional spending.
    • Republicans prefer to add no spending by a 61% to 23% margin. 
    • A plurality (42%) of Democrats agree, but 36% disagree and say it's better to pass a budget with additional spending.
  • In light of this, 52% favor the proposed Republican budget that adds no additional spending, while 33% prefer the budget proposed by the Democrats, which increases spending.
  • Not surprisingly, 73% of Republicans favor the Republican plan, with just 20% preferring additional spending.
    • Democrats are more split. Forty-eight percent (48%) prefer increasing spending, while 32% want it to stay the same.


This data is from a Napolitan News Service survey of 1,000 Registered Voters conducted online by Scott Rasmussen, October 20-21, 2025. RMG Research, Inc., conducted the field work for the survey. It has a margin of error of +/- 3.1.
