  • A majority (56%) of voters say it is not appropriate for a state legislature to redraw congressional districts to gain extra seats in Congress for its party.
    • About a quarter (23%) say it is appropriate, and 21% are not sure.
  • A shocking 43% of Politically Engaged voters (voters who say they talk about politics most days or every day) are ok with redrawing congressional districts to gain extra seats in Congress, while 50% are opposed.
    • Six in 10 Trump-policy voters either say it is appropriate (39%) or that they are not sure (21%) if it is.
    • Just 39% of Trump-policy voters oppose redistricting in this manner, compared to at least 60% of any other 4-Way Choice option.
  • If one state deliberately skews its congressional district to favor a party, just 35% say it is appropriate for another state to deliberately skew its congressional districts to favor the other party and provide balance.
    • Four in 10 (40%) say it is not appropriate to skew congressional districts to provide balance.
    • One quarter (25%) are not sure about this complicated matter.
    • Democrats say it is appropriate to provide balance this way by a 42% to 35% margin, while Republicans say it is not by a 45% to 32% margin.
    • This is probably a reflection of the fact that the Republicans are currently in power.


This data is from a Napolitan News Service survey of 1,000 Registered Voters conducted online by Scott Rasmussen, April 6-7, 2026. RMG Research, Inc., conducted the field work for the survey. It has a margin of error of +/- 3.1.
