  • When it comes to increasing tariffs, 61% say any increase in tariffs should require Congressional approval.
    • This is a 10-point increase from July, when 51% said tariff increases should require Congress to approve.
    • An overwhelming majority (85%) of Democrats say Congress should approve of a tariff increase, but only 35% Republicans agree.
  • Only about one third (35%) of registered voters say that the president should be allowed to impose tariffs on his own.
    • A majority (61%) of Republicans say the president should have the power to impose tariffs, and only 12% Democrats agree.
    • Three quarters (77%) of voters who prefer Trump-like policies say the president should be allowed to impose tariffs, while 74% of voters preferring Traditional Republican policies disagree and say they should require Congressional approval.
    • More than half (56%) of voters who talk politics nearly every day say that the president should be able to impose tariffs.


This data is from a Napolitan News Service survey of 1,000 Registered Voters conducted online by Scott Rasmussen, November 12-13, 2025. RMG Research, Inc., conducted the field work for the survey. It has a margin of error of +/- 3.1.
