  • Sixty-four percent (64%) of voters support a proposal that would require the number of Democrats and Republicans elected in a state to match the share of votes cast for each party in the election.
    • A Napolitan News survey found that just 23% oppose.
  • Three quarters (75%) of voters say that it's a problem if, in a state where one third vote for a party, no members of congress from that party are elected to congress.
    • Just 10% say it is not a problem.
  • Likewise, a resounding 86% of voters say it is a problem if a majority of voters in a state vote for one party, yet 70% of the state legislature is made up of members of the opposing party.
    • This number includes 45% who say it is very serious.
  • Finally, by a two-to-one margin (47% to 24%), voters say that if about one third of a state's population votes for congressmen from a political party, about one third of the congressmen from that state should be from that party.


The most recent data cited is from a Napolitan NewsService survey of 1,000 Registered Voters conducted online by Scott Rasmussen August 13-14, 2025. Field work for the survey was conducted by RMG Research, Inc. and has a margin of error of +/- 3.1.
