As the news covers more and more of the tension in Minneapolis -- debate over ICE tactics, and the tactics of protesters who oppose them -- it is worth noting that there is large amounts of agreement about what is considered appropriate in both cases.

  • Overwhelming majorities oppose ICE removing people from their homes partially clothed (74%) as well as the detaining of U.S. citizens (79%).
    • Majorities of both parties agree on this issue.
  • Majorities also oppose wearing facemasks (54%), and arresting people leaving immigration hearings (60%).
    • In each case, Democrats overwhelmingly oppose the practice, and there is enough disagreement among Republicans to lead to a majority consensus overall.
  • A strong plurality of voters (49%) also oppose targeting sanctuary cities, compared to 41% who say it is appropriate.
    • Trump-policy voters are the only group in our 4-Way Choice category to favor this practice, with more than 8 in 10 saying it is appropriate.
  • And, while nearly 9 in 10 voters (88%) say it is important to protect the right to protest, there are similar dynamics among voters regarding what methods are appropriate.
    • At least 7 in 10 voters oppose blocking government officials from carrying out their duties (70%), disrupting a worship service (77%), using a car to block traffic (78%), and making physical threats against politicians (83%).
    • Majorities of both parties agree on these practices.


This data is from a Napolitan News Service survey of 1,000 Registered Voters conducted online by Scott Rasmussen, January 21-22, 2026. RMG Research, Inc., conducted the field work for the survey. It has a margin of error of +/- 3.1.
