  • An overwhelming 85% of voters think that only U.S. citizens and legal residents should be counted.
    • Just 14% of voters agree with the current law that includes illegal immigrants in the population count that determines the number of representatives a state gets in Congress.
    • Just over a third (35%) say only U.S. citizens should be counted and 50% who say legal residents should also be counted.
    • Nearly 6 in 10 Trump-policy voters (58%) say only citizens should be counted.
    • However, 57% of Traditional Republicans disagree and want to include legal residents.
    • A majority of Democrats (56%) want citizens and legal residents counted.
  • Similar numbers are found when voters consider allocating federal funds based on population.
    • More than 8 in 10 voters (84%) say only citizens and legal residents should be counted.
    • This includes 30% who only want U.S. citizens counted, and 54% who prefer to include legal residents.
    • Just 15% of voters say illegal immigrants should be considered in this calculation.
    • Trump-policy Republicans are more divided on this issue: 50% say U.S. citizens should only be counted, while 45% want to include legal residents.

This data is from a Napolitan News Service survey of 1,000 Registered Voters conducted online by Scott Rasmussen, February 4-5, 2026. RMG Research, Inc., conducted the field work for the survey. It has a margin of error of +/- 3.1.
